Functions and tasks

The functions, tasks, and organizational structure of the Agency for Innovation, Green Transition, and Industry Promotion are specified in Decision No. 936/QĐ-BCT dated April 02, 2025.

I. Position and functions
The Agency for Innovation, Green Transition and Industry Promotion is an organization under the Ministry of Industry and Trade (MOIT). It performs advisory functions to assist the Minister of Industry and Trade in managing state affairs and enforcing laws in the fields of: scientific research, technology application and transfer, innovation; product quality, standards, technical regulations, measurement, and intellectual property; energy efficiency, sustainable production and consumption, circular economy; climate change, green growth; green transition and sustainable development; industry promotion, industrial clusters, and handicrafts according to the law and the Minister's delegation and authorization.
II. Tasks and powers
1. Advise the Minister on the development and submission of laws, ordinances, draft resolutions of the National Assembly, the Standing Committee of the National Assembly, draft decrees of the Government, decisions of the Prime Minister, strategies, plans, programs, projects, mechanisms, policies, and international agreements in areas under the Ministry's jurisdiction.
2. Submit to the Minister for approval and issuance within their competence plans, programs, projects, timelines, legal documents, technical regulations, national standards, and norms related to the Agency's areas of management.
3. Issue specific documents, and professional guidance on the fields within the Agency's management.
4. Organize, direct, guide, inspect, implement, and propose amendments or cancellations to legal documents, programs, projects, proposals, standards, regulations, and norms within the Agency's jurisdiction.
5. In scientific, technological, and innovative activities:
a) Develop, manage, and implement programs, projects, duties on scientific research and development, technological application and transfer, and innovation in the industry and trade sector;
b) Develop and submit to competent authorities for approval and orientation, goals of annual assignments on science, technology, and innovation; apply and transfer new, high-tech, and innovative technologies; promote bio-tech applications, digital transition, and energy/resource efficiency;
c) Evaluate, select, and announce technologies derived from scientific research and technological development results; support enterprises in receiving technology transfers within the management scope of the Ministry of Industry and Trade;
d) Support organizations and individuals in searching for, importing, transferring, decoding, and mastering technology; utilizing patents; and engaging in international cooperation on technology transfer within the authority of the Ministry and under legal regulations.
đ) Act as the focal point and coordinate with relevant ministries in implementing state management of technology transfer activities in industries and sectors under the jurisdiction of the Ministry of Industry and Trade.

e) Develop and expand an information network, scientific and technological publications, and journals; promote international cooperation in science, technology, and innovation; facilitate the exchange of publications, specimens, and scientific and technological materials with foreign entities as regulated; implement tasks related to the development of the science and technology market in the Industry Trade sector.

g) Act as the focal point and coordinate with relevant units within the Ministry to consolidate and monitor overall activities; directly manage and evaluate the science, technology, and innovation performance of institutes under the Ministry.

i) Serve as the Standing Agency for Science and Technology Council of the Ministry of Industry and Trade.

6. On the management of product and goods quality:

a) Act as the focal point of the Ministry in performing state management functions regarding the quality of products and goods under the Ministry of Industry and Trade's management scope; take the lead in drafting, submitting for approval, guiding, and organizing the implementation of legal documents, policies, plans, programs, schemes, and projects on quality management of products and goods in the areas assigned to the Ministry of Industry and Trade.

b) Act as the focal point in coordinating the List of Products and Goods Group 2 under the management responsibility of the Ministry of Industry and Trade and submit it to the competent authority for approval. 

c) Act as the focal point for synthesizing and overseeing conformity assessment activities in support of state management of product and goods quality under the Ministry of Industry and Trade (excluding inspection activities regulated by the Law on Occupational Safety and Hygiene and the inspection of electrical equipment and tools).

7. On Standards, Technical Regulations, Metrology, and Intellectual Property:

a) Act as the focal point for activities management and the national standards and technical regulations system of the Industry and Trade sector;
b) Organize the appraisal of draft national standards and technical regulations under the approved Programs and Plans.

Act as the focal point of the Ministry of Industry and Trade in requesting the competent authority to appraise and publish draft national standards under the TCVN Plan developed by the Ministry of Industry and Trade; 

c) Develop draft national standards and national technical regulations for products, goods, services, and other processes under the assigned management scope and as directed by the Ministry’s leadership;

d) Act as the focal point for coordinating with relevant ministries in implementing activities related to metrology and intellectual property under specialized legal regulations.

8. On Energy Efficiency:

a) Develop and submit for approval by the Minister of Industry and Trade, issue within the scope of authority, or propose for approval by competent state agencies including draft laws, legal normative documents; draft decisions of the Prime Minister; mechanisms, policies; plans, schemes, projects, programs, and roadmaps; standards, regulations, and norms in the field of energy efficiency;

b) Take the lead in coordinating with relevant units from central to local levels in state management activities related to energy efficiency; organize guidance, implementation, inspection, monitoring, and supervision of the enforcement of the Law on Economical and Efficient Use of Energy and its guiding documents;

c) Develop the National Energy Efficiency Programme for each period, and submit it for approval by the competent authority; take the lead in developing and submitting plans for approval, implementing, and managing the content and funding of the National Energy Efficiency Programme for different periods, as well as approved schemes and projects in the field of energy efficiency;

d) Act as the focal point for organizing and developing the energy management system and the nationwide energy efficiency network from central to local levels, ensuring the unified implementation of programs and activities across the country;

đ) Manage energy-consuming vehicles and equipment; develop programs to encourage market transformation for energy-consuming vehicles and equipment;

e) Manage, inspect, and supervise energy efficiency testing laboratories; take the lead in inspecting and assessing the capacity of testing, inspection, and certification organizations in the field of energy efficiency;

g) Develop, expand, and manage the database on energy efficiency;

h) Organize and manage training programs and certification for energy auditors and energy managers; develop training programs, awareness campaigns, and communication initiatives to promote energy efficiency;

i) Assist the Minister in performing state management functions on investment in construction and public procurement under the authority of the Ministry of Industry and Trade for energy efficiency projects;

k) Apply  and transfer technology in energy efficiency;

l) Act as the focal point for international cooperation in energy efficiency; propose, receive, and implement bilateral and multilateral cooperation initiatives with international organizations in this field.

9. On Sustainable Production and Consumption, Circular Economy, Green Transition, and Sustainable Development:

a) Develop and submit to the Minister of Industry and Trade for approval or propose the Minister to submit to competent state agencies for approval and issuance of mechanisms, policies, regulations, standards, technical regulations, plans, programs, schemes, and projects on sustainable production and consumption, circular economy, green transition, and sustainable development; provide guidance, organize, and manage implementation after approval; take the lead in coordinating with relevant agencies to develop material consumption norms in industrial production sectors;

b) Take the lead in coordinating with relevant agencies to implement state management in the fields of sustainable production and consumption, circular economy, green transition, and sustainable development in the Industry and Trade sector;

c) Develop the National Action Program on Sustainable Production and Consumption for each period and submit it to the competent authority for approval; formulate plans, provide guidance, and implement the program;

d) Act as the focal point in coordinating with relevant agencies to implement programs and the national agenda on sustainable development in the Industry and Trade sector;

đ) Organize implementation and manage funding for plans, programs, schemes, and projects on sustainable production and consumption, circular economy, green transition, and sustainable development under the Ministry of Industry and Trade;

e) Develop and expand a nationwide network for sustainable production and consumption, circular economy, green transition, and sustainable development in the Industry and Trade sector;

g) Act as the focal point in developing and managing a database on sustainable production and consumption, circular economy, industrial symbiosis, green transition, and sustainable development in the Industry and Trade sector;

h) Develop programs, curricula, and training materials; organize training courses, capacity-building programs, awareness campaigns, and knowledge dissemination on sustainable production and consumption, circular economy, industrial symbiosis, green transition, and sustainable development in the industry and trade sector;

i) Develop and implement models for waste recycling, waste reuse, cleaner production, sustainable production and consumption, industrial symbiosis, circular economy, green transition, and sustainable development; promote the application and transfer of clean and environmentally friendly technologies.

10. Climate Change Response and Green Growth:

a) Develop and submit for approval by the Minister of Industry and Trade, or propose to the Minister for submission to competent state management authorities for approval and issuance of mechanisms, policies, programs, schemes, and projects related to climate change response, greenhouse gas emission reduction, energy transition, and green growth in the Industry and Trade sector, under legal regulations and the Paris Agreement on climate change;

b) Develop and submit to the Minister for approval on regulations on technical processes for measuring, reporting, and verifying greenhouse gas emission reductions, as well as greenhouse gas inventories within the Ministry’s management scope; establish technical standards and regulations on climate change response, green growth, and greenhouse gas emission levels in the Industry and Trade sector;

c) Act as the focal point to assist the Minister of Industry and Trade in managing funds and implementing programs, plans, tasks, and projects related to climate change response, green growth, energy transition, and low-carbon emissions. Manage and oversee the implementation of activities, mechanisms, and policies regarding carbon credits, greenhouse gas emission reductions, and green growth. Provide technical guidance on greenhouse gas emission reduction under international mechanisms and policies for industries and sectors under the Ministry’s management;

d) Organize the development and operation of a climate change database, conduct greenhouse gas inventories, and formulate and implement emission reduction plans at the sectoral level within the Ministry’s jurisdiction. Inspect and monitor compliance with legal regulations on greenhouse gas inventories and emission reductions within the Ministry’s scope of management;

đ) Act as the focal point, coordinating with relevant units to organize and implement tasks and solutions under the Ministry of Industry and Trade’s Action Plan to fulfill Vietnam’s commitments at the 26th United Nations Climate Change Conference (COP26) and related assignments as designated by competent authorities regarding the implementation of the United Nations Framework Convention on Climate Change (UNFCCC);

e) Develop training programs, curricula, and materials; organize training courses, workshops, capacity-building sessions, and awareness campaigns on climate change response and green growth for stakeholders in the Industry and Trade sector.

11. On Industry Promotion:

a) Perform state management duties related to industrial promotion activities nationwide under regulations on industrial promotion and other relevant legal provisions;

b) Develop the National  Promotion Program for each period and submit it for approval by the competent authority;

c) Take the lead in the development of annual plans, tasks, projects, and budget estimates for the National Industry Promotion Program, submit them for approval by the Minister of Industry and Trade, and organize their implementation;

d) Develop programs, curricula, and materials; organize training, workshops, and professional development for officials, public employees, workers involved in industrial promotion, and industrial promotion collaborators;

đ) Provide guidance and organize the selection and recognition of outstanding rural industrial products under regulations; support production development and promote outstanding rural industrial products;

e) Disseminate best practices in production, management, technology, investment, and training; provide information and organize domestic and international fairs and exhibitions to promote, introduce, and develop industrial and handicraft products in compliance with legal regulations.

12. On industrial clusters:

a) Perform state management tasks for industrial clusters nationwide under the Government’s regulations on the management and development of industrial clusters and other relevant legal provisions;

b) Provide opinions on the development plans and adjustments to industrial cluster development plans of localities following planning laws and the Government’s regulations on the management and development of industrial clusters;

c) Act as the focal point for developing plans and budget estimates for the management and development of industrial clusters from central government funding, submit them for approval by the competent authorities, and organize their implementation once approved;

d) Propose models, mechanisms, and policies for the development of industrial clusters towards green transition, sustainable and efficient growth; implement projects and tasks to support capacity building for management agencies and infrastructure investors of industrial clusters;

đ) Cooperate with relevant agencies in conducting international cooperation activities and supporting investment promotion for industrial cluster development; formulate investment support policies for industrial cluster development following legal regulations;

e) Act as the focal point for inspecting and evaluating the effectiveness of development plans, management and development policies of industrial clusters in localities; grant commendations, address recommendations, and resolve legal violations related to industrial clusters following the law.

13. On handicrafts and handicraft villages:

a) Develop and submit to the competent authorities for approval and issuance of mechanisms, policies, legal documents, programs, and plans for the management and development of the handicraft sector and industrial-handicraft villages; provide guidance and organize implementation after approval and issuance;

b) Develop and submit to the competent authorities for approval programs, plans, schemes, and projects aimed at preserving, restoring, fostering production cooperation, and developing handicrafts and handicraft villages, and organize their implementation;

c) Coordinate with relevant agencies to organize activities for investment promotion and attraction in the development of handicrafts and handicraft villages;

d) Develop and submit to the competent authorities for approval a list of industrial and handicraft villages that require preservation, restoration, and development nationwide;

đ) Develop and submit to the competent authorities for approval policies of supporting, promoting, introducing, and developing handicraft products;

e) Develop programs and plans for the application of advanced technologies to disseminate production experiences, apply scientific and technological advancements, support product promotion and marketing, and foster the development of the handicraft sector; register trademarks and facilitate the consumption of outstanding rural handicraft products; support and enhance the capacity of stakeholders involved in handicraft sector development.

14. On the Development of Small and Medium-sized Handicraft Enterprises and the Collective Economy:

a) Develop and submit to the Minister for issuance programs, plans, and projects for the development of small and medium-sized handicraft enterprises, the collective economy, and industrial-handicraft cooperatives; guide and organize the implementation after approval;

b) Develop promotion plans and support the development of small and medium-sized handicraft enterprises, the collective economy, and industrial-handicraft cooperatives;

c) Coordinate with relevant agencies and organizations to provide information on support for the development of small and medium-sized handicraft enterprises and industrial-handicraft cooperatives;

d) Take the lead and coordinate with relevant units to recognize, manage, monitor, and evaluate the activities of the advisory network supporting small and medium-sized handicraft enterprises in the industry and trade sector.

15. Act as the Standing Agency for the National Target Program on New Rural Development under the Ministry of Industry and Trade; serve as the Standing Agency of the Council for awarding the titles of "People’s Artisan" and "Outstanding Artisan" in the field of handicrafts. Coordinate with relevant agencies and units in organizing commendations and rewards for organizations and individuals within the Agency's management scope.

16. Implement projects, schemes, and research topics related to the application of science and technology; develop, manage, and operate databases within the Agency's management scope.

17. Conduct international cooperation in the assigned fields following legal regulations and the policies of the Ministry of Industry and Trade.

18. Perform duties as prescribed by law regarding pricing within the assigned field and as directed by the Minister.

19. Conduct inspections, handle complaints and denunciations, and combat corruption, wastefulness, and misconduct within the Agency's management scope.

20. Implement the Agency's administrative reform program in line with the objectives and content of the Ministry of Industry and Trade’s administrative reform agenda.

21. Manage organizational structure, staffing, civil servants, public employees, and workers, and implement state policies and regulations for personnel following the Ministry of Industry and Trade’s decentralization and legal provisions.

22. Manage finances, assets, and other allocated resources; implement the assigned budget and other revenues following legal regulations.

23. Conduct information dissemination and public communication on areas under the Agency's management across localities nationwide.

24. Advise on state management and monitor the activities of industry associations and professional organizations operating within the assigned sectors and fields.

25. Perform other tasks assigned by the Minister.
